Just because a game has some similarities doesn't mean it's a rip off, or on that basis, OMG every FPS is a rip off the very first FPS that were in 2D cus they use the same view and fire guns! Did you even read the articles spread around that same website, loads of games have used checkpoints as there way to have open world races, simply because this means you don't have to add barriers and ruin the open world feel.

I'm sorry you feel that way, I just think you should do your research properly before making claims and knocking down the developers work before they've even finish their product. I know the developed will likely never see most of the comments people make of them, but imagine if you were working on Blur and saw someone saying you were just knocking off someone else.
Back to Blur itself, it appears closer to burnout then LA as it has the shift of focus onto combat so much as racing (kind of like an extreme version of powerup races on LA perhaps?). It doesn't appeal to me however it is being developed by the same team as the one behind the highly successful Project Gotham Racing on the Xbox so could be a solid title.

Since its the same developer, is it going to be an Xbox exclusive like PGR? I like the idea of this game personally. I miss the great power up battles of MC2 and 3. The power ups on MCLA have been severely reduced in their strength. Even doubled-up pulses rarely inflict the massive damages and blasts that their MC3 competitors posessed. I really miss being able top blast my opponents a block and a half away or send them flying off the map from a highway overpass.

no according to gamespot, blur will be released on 360, ps3, and pc

Thats what I read also. The game won't be pulling me into a purchase, I'm just not into the whole combat racing thing, I like just good car (physics wise) + good roads + other drivers.
